China Import Requirements for Coffee Products
一、产品分类与监管原则
1. Product Classification & Supervision Principles
- 咖啡生豆（未烘焙）：按植物源性农产品监管，执行准入国家 / 地区名录管理。
- 烘焙豆、咖啡粉、速溶咖啡、咖啡饮料：按预包装食品监管，执行境外生产企业注册与中文标签强制审核。
- 所有进口咖啡必须符合中国食品安全国家标准，经海关检验检疫合格后方可上市销售。
- Green Coffee Beans (Unroasted)：Regulated as plant‑derived agricultural products, subject to the GACC Approved Country/Region List.
- Roasted Beans, Ground Coffee, Instant Coffee, Coffee Drinks：Regulated as prepackaged food, subject to overseas manufacturer registration and mandatory Chinese label review.
- All imported coffee must comply with China’s national food safety standards and pass customs inspection & quarantine before being placed on the market.
二、准入要求（核心强制）
2. Access Requirements (Mandatory Core)
1）咖啡生豆准入
1) Green Coffee Beans Access
- 仅限海关总署准予进口的国家 / 地区（目前含埃塞俄比亚、巴西、哥伦比亚等 44 个国家和地区）。
- 出口国官方需完成检疫准入评估，并提供有效植物检疫证书。
- 境外生产 / 加工 / 存放企业须在海关总署注册并取得在华注册编号。
- Only from GACC‑approved countries/regions (currently 44 including Ethiopia, Brazil, Colombia).
- Official quarantine access assessment completed by the exporting country, with valid phytosanitary certificate.
- Overseas production/processing/storage facilities must be registered with GACC and assigned a China Registration Number.
2）咖啡制品准入
2) Processed Coffee Products Access
- 境外生产企业必须在海关总署进口食品境外生产企业注册系统注册，取得唯一在华注册号。
- 产品符合中国国标（GB 2762、GB 2763、GB 7718 等），无不合格添加剂、污染物、农残超标。
- Overseas manufacturers must register in the GACC Overseas Food Enterprise Registration System for a unique China Registration Number.
- Products must meet China’s national standards (GB 2762, GB 2763, GB 7718, etc.), with no unqualified additives, contaminants, or excessive pesticide residues.
三、国内进口商备案要求
3. Domestic Importer Registration Requirements
- 完成进出口货物收发货人备案
- 完成进口食品收货人备案
- 具备食品经营相关资质，建立食品进口与销售记录制度
- 对境外供应商与产品合规性进行审核并留存记录
- Complete Customs Registration for Consignor/Consignee
- Complete Food Importer Registration
- Hold valid food business qualifications and maintain import & sales records
- Verify overseas supplier & product compliance and keep records
四、单证要求（通关必备）
4. Documentation Checklist (Mandatory for Customs Clearance)

- 贸易合同、商业发票、装箱单、提单 / 运单
- 原产地证书（享受自贸协定 / 特惠税率必备）
- 外文标签样张 + 中文翻译件 + 中文标签样张
- 产品合格检测报告（重金属、农残、微生物等）
- Contract, commercial invoice, packing list, bill of lading/air waybill
- Certificate of Origin (required for FTA/preferential tariff treatment)
- Foreign label sample + Chinese translation + Chinese label sample
- Product test report (heavy metals, pesticide residues, microorganisms, etc.)
分类单证
Category‑Specific Documents
- 咖啡生豆：官方植物检疫证书
- 咖啡制品：官方卫生证书 / 自由销售证书
- Green Coffee Beans：Official Phytosanitary Certificate
- Processed Coffee Products：Official Sanitary Certificate / Certificate of Free Sale
五、中文标签强制要求（预包装食品）
5. Mandatory Chinese Labeling (Prepackaged Food)
必须清晰标注：
- 产品名称、配料表、净含量和规格
- 生产日期、保质期、贮存条件
- 原产国 / 地区
- 进口商 / 经销商 / 代理商名称、地址、联系方式
- 境外生产企业在华注册编号
- 符合 GB 7718、GB 28050 等国标要求
Must clearly indicate:
- Product name, ingredient list, net content and specification
- Production date, shelf life, storage conditions
- Country/region of origin
- Importer/distributor/agent name, address, contact info
- China Registration Number of overseas manufacturer
- Comply with GB 7718, GB 28050 and other national standards
六、检验检疫与监管重点
6. Inspection, Quarantine & Supervision Priorities
- 单证一致性审核
- 包装、标识、标签合规性查验
- 植物检疫（生豆）：有害生物、霉变、虫蛀、杂质
- 安全项目抽检：重金属、农残、微生物、添加剂
- 合格后签发入境货物检验检疫证明，方可销售使用
- Document consistency verification
- Packaging, marking and label compliance inspection
- Phytosanitary check (green beans): pests, mold, infestation, impurities
- Safety sampling: heavy metals, pesticide residues, microorganisms, additives
- Inspection & Quarantine Certificate issued upon approval; only then may products be sold/used
七、税收政策与优惠
7. Tax Policy & Preferences
- 按税则号列 0901 项下申报，适用最惠国税率、协定税率、特惠税率。
- 东盟、最不发达国家等产地咖啡豆可依法享受0% 关税。
- 凭有效原产地证书申报享受优惠。
- Declare under HS Code Chapter 0901; MFN, FTA and preferential rates apply.
- Coffee from ASEAN, LDCs and eligible origins may qualify for 0% tariff.
- Preferential treatment granted upon valid Certificate of Origin.

- AEO 企业享受低查验率、优先通关、国际互认便利
- 综保区开展保税仓储、保税加工，暂缓缴税，降低资金占压
- China International Trade Single Window: one‑stop declaration, tax payment, inspection
- Qualified enterprises: Advanced Declaration, Two‑Step Declaration, Collective Tax Payment
- AEO Companies: lower inspection rate, priority clearance, mutual recognition benefits
- Comprehensive Bonded Zones: bonded warehousing/processing, deferred tax payment, reduced capital occupation
九、合规底线（禁止进口情形）
9. Compliance Bottom Line (Prohibited Import Cases)
- 来自非准入国家 / 地区
- 境外企业未注册或注册号无效
- 无中文标签、标签不合格
- 单证虚假、缺失、不一致
- 检出有害生物、有毒有害物质超标、腐败变质
- 不符合中国食品安全国家标准
- From non‑approved countries/regions
- Overseas enterprises unregistered or with invalid registration numbers
- No Chinese label or non‑compliant labeling
- False, missing or inconsistent documents
- Detected harmful organisms, excessive hazardous substances, spoilage
