一、产品范围（Product Scope）
允许进口的乌拉圭碧根果，是以乌拉圭境内种植的薄壳山核桃成熟果实为原料，在乌拉圭境内经干燥、挑选等工艺制成，可供人类食用的带壳或去壳坚果。
Uruguayan pecans allowed for import are shelled or unshelled nuts for human consumption, made from mature pecan fruits planted in Uruguay and processed by drying, sorting and other processes within Uruguay.
二、企业与原料要求（Enterprise and Raw Material Requirements）
1. 输华碧根果的生产、加工、存放企业，需经乌方审核推荐，并获得中方进口食品境外生产企业注册，未注册企业的产品不得输华。
1. The production, processing and storage enterprises of pecans exported to China shall be reviewed and recommended by Uruguay, and obtain the registration of overseas imported food manufacturers in China. Products of unregistered enterprises shall not be exported to China.
2. 原料需来自经乌方确认、符合相关检疫和食品安全要求并备案的种植企业。
2. Raw materials shall come from planting enterprises confirmed by Uruguay, meeting relevant quarantine and food safety requirements and put on record.
三、植物检疫要求（Plant Quarantine Requirements）
1. 禁止携带中方关注的检疫性有害生物：谷斑皮蠹、棒孢拟盘多毛孢、恶疫霉菌。
1. Prohibited from carrying quarantine pests of concern to China: Trogoderma granarium Everts, Pestalotiopsis clavispora, Phytophthora cactorum.
2. 不得带有活虫、虫卵、土壤，不得混有杂草种子、植物残体、金属异物、砂砾等杂质。
2. Shall be free from live insects, insect eggs and soil, and shall not be mixed with impurities such as weed seeds, plant residues, metal foreign bodies and gravel.
四、包装与标识要求（Packaging and Labeling Requirements）
1. 采用新的、干净卫生、透气的包装材料，符合食品安全和植物检疫要求，运输中防止撒漏。
1. Use new, clean, hygienic and breathable packaging materials that meet food safety and plant quarantine requirements, and prevent leakage during transportation.
2. 每一个包装需用中文或英文标注：“本产品输往中华人民共和国/This product is exported to the People’s Republic of China”，以及品名、产地、生产加工企业名称及其中方注册编号、出口商名称和地址。
2. Each package shall be marked in Chinese or English with “本产品输往中华人民共和国/This product is exported to the People’s Republic of China”, as well as product name, origin, name of production and processing enterprise and its Chinese registration number, name and address of exporter.
五、运输与证书要求（Transportation and Certification Requirements）
1. 装运前，乌方需检查运输工具，确保符合卫生要求，无检疫性有害生物及其他限定性检疫物。
1. Before shipment, Uruguay shall inspect the means of transport to ensure they meet hygiene requirements and are free from quarantine pests and other restricted quarantine items.
2. 出口前，乌方需出具植物检疫证书，证书附加声明需注明：生产加工企业名称及其中方注册编号、符合2026年2月3日中乌议定书、不含中方关注的3种检疫性有害生物。
2. Before export, Uruguay shall issue a phytosanitary certificate. The additional declaration of the certificate shall indicate: the name of the production and processing enterprise and its Chinese registration number, compliance with the China-Uruguay Protocol signed on February 3, 2026, and no 3 kinds of quarantine pests concerned by China.
六、进境检验检疫（Entry Inspection and Quarantine）
1. 输华碧根果抵达中国入境口岸后，由中国海关实施检验检疫监管，合格后方可进境。
1. After the pecans exported to China arrive at the Chinese entry port, China Customs shall conduct inspection, quarantine and supervision, and only those qualified can enter China.
2. 若发现不符合中国相关法律法规、国家标准及议定书要求的，由中国海关依法处置。
2. If any non-compliance with relevant Chinese laws and regulations, national standards and protocol requirements is found, China Customs shall dispose of it in accordance with the law.
