Importing dairy products into China must comply with requirements and regulations of the General Administration of Customs (GACC) and relevant authorities. Enterprises should fully understand and implement the following points in advance to ensure compliant importation.
一、进口乳制品准入要求
I. Market Access Requirements for Imported Dairy Products
我国对进口乳制品实施准入管理。海关总署对境外国家（地区）的食品安全管理体系和食品安全状况开展评估和审查后，确定该国家（地区）获得准入的乳制品名单，在海关总署网站公布并动态更新。企业在进口乳制品前需确认该国家（地区）的该类乳品已获准入。
China implements access administration on imported dairy products. GACC assesses and reviews the food safety management system and food safety conditions of overseas countries/regions, determines the eligible dairy product list, publishes and updates it dynamically on GACC official website. Enterprises must confirm the product and country/region is approved before import.
二、进口乳制品企业资质要求
II. Enterprise Qualification Requirements
- 境外生产企业注册Overseas Manufacturer Registration向中国境内出口乳制品的境外生产企业应由所在国家（地区）主管部门向海关总署推荐并通过注册。企业名单可通过 “进口食品境外生产企业注册信息” 平台查询。Overseas manufacturers exporting dairy products to China shall be recommended by competent authorities of their country/region and registered with GACC. The registered list can be inquired via the Registration Information Platform for Overseas Manufacturers of Imported Food.
- 境内外企业备案Registration of Overseas & Domestic Enterprises进口乳制品的境外出口商或代理商以及境内进口商应通过国际贸易单一窗口或者 “互联网 + 海关” 进行信息备案。进口商也可向住所地海关提交纸质材料申请备案。备案名单可通过 “中国海关企业进出口信用信息公示平台” 查询。Overseas exporters/agents and domestic importers shall complete record-filing via the International Trade Single Window or “Internet + Customs”. Domestic importers may also submit paper materials to the local customs. The filing list can be checked on China Customs Enterprise Credit Information Publicity Platform.
三、进口乳制品申报要求

进口乳制品境内收货人或其报关代理人应依法如实申报。申报单证主要包括：
The domestic consignee or its broker shall declare truthfully in accordance with law. Required documents mainly include:
- 官方卫生证书Official Health Certificate出口国家 / 地区政府主管部门出具的卫生证书电子扫描件，需有官方印章及授权人签字，目的地为中华人民共和国，证书样本经海关总署确认。Electronic scanned copy of health certificate issued by competent authority of the exporting country/region, with official seal and authorized signature, destination marked as People’s Republic of China, and format confirmed by GACC.
- 检测报告Test Report
- 首次进口：提供符合中国食品安全国家标准全项检测报告
- 非首次进口：提供首次检测报告复印件及海关指定项目检测报告
- 进口商可提交告知承诺书，免于申报时提交报告
- First import: Full test report conforming to China’s national food safety standards
- Non-first import: Copy of first import test report + test report of items required by GACC
- Importers may submit a commitment letter to be exempted from submitting the report at declaration.
- 贸易及物流单据Trade & Shipping Documents贸易合同、全程提单、装箱单、集装箱动态信息表、发票等电子扫描件（复印件需加盖收货人公章）。Electronic scanned copies of trade contract, full set bill of lading, packing list, container status list, commercial invoice, etc. (copies must be stamped with consignee’s official seal).
- 产品清单Product List列明品名、品牌、原产地、规格、数 / 重量、总值、生产日期、批号等信息。List indicating product name, brand, origin, specification, quantity/weight, total value, production date, batch number, etc.
- 自动进口许可证Automatic Import License涉及自动进口许可管理的乳制品，需提前在商务部门办理，并在申报时录入。For dairy products subject to automatic import licensing, the license shall be obtained from commercial authorities in advance and entered during declaration.
- 婴幼儿配方乳粉配方注册Registration for Infant Formula Milk Powder进口婴幼儿配方乳粉需申报市场监管部门核发的配方注册号。Declaration of registration number issued by SAMR for imported infant formula milk powder is required.
- 有机产品认证Organic Product Certification标签标示 “有机” 的乳制品，应提供中国有机产品认证证书、有机产品销售证、认证标志及产品标识。Dairy products labeled “organic” shall be accompanied by China Organic Product Certification, organic sales certificate, certification mark and product label.
- 标签相关资料Label-Related Materials预包装乳制品需申明持有标签检验相关资料。Prepackaged dairy products shall declare that label inspection materials are available.
- 其他海关要求材料Other Documents Required by Customs
