一、海关对进口动物源性饲料的准入规定
I. Customs Access Regulations for Imported Animal-Derived Feed
根据《进出口饲料和饲料添加剂检验检疫监督管理办法》规定，海关总署按照饲料产品种类分别制定进口饲料的检验检疫要求。对首次向中国出口饲料的国家或地区进行风险分析，对曾经或正在向中国出口饲料的国家或者地区进行回顾性审查。海关总署根据风险分析或者回顾性审查结果，制定调整并公布允许进口饲料的国家或者地区名单和饲料产品种类。

目前，我国允许从47个国家或地区进口约30类动物源性饲料，主要包括鱼粉油、肉粉、骨粉、肉骨粉、饲用乳清粉、宠物食品等。

二、海关对于进口动物源性饲料的检疫要求
II. Customs Quarantine Requirements for Imported Animal-Derived Feed
海关根据我国法律法规、国家强制性标准和相关检验检疫要求，双边协议、议定书、备忘录，《进境动植物检疫许可证》列明的要求对进口动物源性饲料实施检验检疫。
The customs shall conduct inspection and quarantine on imported animal-derived feed in accordance with Chinese laws and regulations, national mandatory standards and relevant inspection and quarantine requirements, bilateral agreements, protocols, memorandums, and the requirements specified in the Imported Animal and Plant Quarantine License.
进口动物源性饲料的货主或其代理人应在饲料入境前或者入境时向海关申报，申报时应当提供原产地证书、贸易合同、提单、发票等，并根据对产品的不同要求提供输出国家或者地区检验检疫证书。
The consignor or its agent of imported animal-derived feed shall declare to the customs before or upon the feed’s entry into the country. At the time of declaration, it shall provide the certificate of origin, trade contract, bill of lading, invoice, etc., and provide the inspection and quarantine certificate of the exporting country or region according to the different requirements of the products.
三、海关对进口动物源性饲料的查验和抽样要求
III. Customs Inspection and Sampling Requirements for Imported Animal-Derived Feed
海关根据布控指令和相关规定对申请进口动物源性饲料实施现场检查，主要内容包括：核对单证与货物的名称、数（重）量、包装、生产日期、集装箱号码、输出国家或者地区、生产企业名称和注册登记号等是否相符；检查标签是否符合饲料标签国家标准要求；检查包装、容器是否完好，是否超过保质期，有无腐败变质，有无携带有害生物，有无土壤、动物尸体、动物排泄物等禁止进境物等。

The main contents include: verifying whether the documents are consistent with the goods in terms of name, quantity (weight), packaging, production date, container number, exporting country or region, name and registration number of the production enterprise, etc.; checking whether the labels meet the requirements of the national standard for feed labels; checking whether the packaging and containers are intact, whether they are beyond the shelf life, whether there is spoilage and deterioration, whether they carry harmful organisms, whether there are prohibited imported items such as soil, animal corpses, animal excreta, etc.
海关根据布控指令和相关规定对进口动物源性饲料实施取样，送实验室进行检测。
The customs shall take samples of imported animal-derived feed in accordance with control instructions and relevant regulations and send them to the laboratory for testing.
四、检验检疫不合格的处置方式
IV. Disposal of Unqualified Inspection and Quarantine
经检验检疫不合格的，海关签发《检验检疫处理通知书》，由货主或者其代理人在海关的监督下，作除害、退回或者销毁处理，经除害处理合格的准予进境；需要对外索赔的，由海关出具相关证书。
If the inspection and quarantine is unqualified, the customs shall issue a Quarantine Treatment Notice. Under the supervision of the customs, the consignor or its agent shall conduct disinfestation, return or destruction treatment. Those qualified after disinfestation treatment are allowed to enter the country; if external claim is needed, the customs shall issue relevant certificates.
五、海关对进口动物源性饲料企业的管理要求
V. Customs Management Requirements for Enterprises Importing Animal-Derived Feed
海关对饲料进口企业（以下简称进口企业）实施备案管理。进口企业应当在首次申报前或者申报时向所在地海关备案。
The customs implements filing management for feed importing enterprises (hereinafter referred to as importing enterprises). Importing enterprises shall file with the local customs before or upon the first declaration.
备案进口企业应当建立经营档案并接受海关审查。档案应当记录进口饲料的报关号、品名、数重量、包装、输出国家或者地区、国外出口商、境外生产企业名称及其注册登记号、《入境货物检验检疫证明》、进口饲料流向等信息，记录保存期限不得少于2年。
Registered importing enterprises shall establish operation files and accept customs inspection. The files shall record information such as the customs declaration number, product name, quantity and weight, packaging, exporting country or region, foreign exporter, name and registration number of the overseas production enterprise, Inspection and Quarantine Certificate of Imported Goods, and the flow direction of imported feed, and the retention period of the records shall not be less than 2 years.
此外，海关对I级风险的动物源性饲料，如生的宠物食品（宠物食品加工用羊副产品等）的指定生产、加工、存放单位实施检疫监督管理。
